“The Rural Economic Accelerator Programme ‘REAP’ is funded through the Department for Levelling Up, Housing and Communities (DLUHC) as part of the UK Shared Prosperity Fund (UKSPF) for Northern Ireland.


REAP aims to engage 1,340 economically inactive beneficiaries from Mid Ulster and Fermanagh Omagh District Council, moving at least 20% into employment using an innovative three phase employability model. Alongside this, 720 beneficiaries will benefit from multiply adult numeracy support within a community setting as an integral part of the REAP economic inactivity offer.

Three Phases

REAP will have three phases; Engagement/Initial Assessment, Delivery and Transition to employment - the Three Phase Employability Model. Beneficiary engagement with REAP will be individualised, based on needs and will be managed by a dedicated Key Worker optimising their journey into employment. Beneficiary engagement will last up to 12 months depending on needs.

The model has three cross cutting themes

  • Enabling personal development – Developing self-esteem, belonging, self-worth.
  • Creating a positive environment – Safe space, building confidence, resilience.
  • Encouraging positive behaviour – Promoting achievement, and celebrating distance travelled.

Core programme

Beneficiaries will complete specialist life and basic skills (digital, English and maths) modules as detailed in their PDP to support progression to employment. Modules include: - Career hub (Interview techniques/preparation, industry visits, CVs, job search/application support) - Digital literacy (Email, social media, internet safety, online banking) - Financial Literacy(Budgeting, Debt/benefits advice, better off calculations) - Health Literacy (Healthy eating, anxiety management, mindfulness, exercise) - Work/Life Skills (Resilience, team working, conflict management, self-esteem/confidence) - Volunteering (Social Impact Projects, work sampling) - English, maths & ESOL, as required. The core programme will be tailored to bespoke group each organisation is working with.

South West College (SWC) in partnership with Fermanagh and Omagh District Council (FODC), First Step Women’s Centre (FSWC) and South Tyrone Empowerment Programme (STEP) will deliver one integrated programme with 5 tailored core strands, designed to achieve a common goal; to build the capacity and skills base of the economically inactive, in a way which benefits their lives, as well as the regional economy. The 5 strands of the ‘REAP’ project are:

  • Young People 16- 24
  • Women
  • 50+
  • Disability and Health conditions
  • Ethnic minorities

SWC will deliver a programme for young people 16 -24 who are economically inactive across Fermanagh/Omagh and Mid Ulster areas.
